Netscape Communicator:
Go to Edit, then Preferences, then Navigator
Under "Home Page."
Enter http://www.easternshorevirginiaportal.com in the Home Page location box. Click OK.

Netscape Navigator 3+:
Go to Options, then General Preferences, then Appearance tab
In the Startup section, select Home Page Location.
