This directory is provided as a service to parents to assist them in obtaining the best childcare that is possible on the Eastern Shore of Virginia. Information contained in this directory is not intended to endorse or recommend any particular provider. The list of care providers are either state licensed, exempt from licensing (i.e., church-sponsored), certified by the Department of Social Services, or participate in the Voluntary Registration program. The parent must always carefully select and continually monitor the centers or providers that will care for their child.

Child Care Choices

When you are looking for good childcare, you have many choices on the Eastern Shore. As you are trying to decide what is best for you and your child, consider these options:

  • Family Day Care
    In this setting, your child would go to the home of a family day care provider. These providers must meet basic standards of health and safety. The number of children a provider can keep will vary, based on the type of licensure or certification/registration the provider has; whether or not the provider cares for her own children, grandchildren, nieces and nephews; and space available. All family day care providers who care for five or fewer children on a regular basis must meet minimum standards for family day care homes if the Department of Social Services pays for the care.
  • Center Based Care
    In this setting, a group of children are cared for in a place not used as a home. These centers may be run by individuals, churches, or non-profit organizations. Virginia law requires a license for childcare centers (except those run by churches). If you visit a center ask to see the license. This license means that the provider meets the standards of health, safety, and programming necessary to provide for the well-being of children.
  • In-home Care
    For this type of care, someone comes to, or lives in, your house to care for your children.
  • Extended Day Care
    This care is for school-age children and is provided before and/or after the regular school day.
  • Head Start Programs
    These are preschool programs for children from low-income families and/or children with special needs. Head Start charges no fee for its services and is subject to the same licensing requirements as other centers.
  • Nursery Schools
    These schools usually provide half-day educational programs sponsored by parents, private individuals, or religious groups. They do not have to meet licensing requirements.
  • Voluntary Registration Program
    This program can serve no more than five children and must be registered with an organization that is under contract with DSS.

    A Safe and Healthy Setting

    Visiting the place where your child will be cared for will give you an idea about your child's safety. Look for these things:
  • Play equipment in good condition; no sharp points, parts that pinch, or pieces that can be swallowed.
  • Outdoor play area is fenced or away from traffic; no dangerous equipment or hazards.
  • Stairways, windows, and doors that have gates or locks to protect small children from wandering or falling out.
  • Hot pipes, radiator, and furnaces covered.
  • No lead-based paint.
  • Electric sockets covered by safety caps.
  • Medicines and cleaning materials locked up and stored out of reach of children.
  • Emergency numbers posted by the telephone.
  • First Aid Kit available; someone trained in giving emergency medical care.
  • Smoke detectors and fire extinguishers present.
  • Fire escape plan posted.
  • Enough space for children to move freely.

    Qualities of a Good Provider

    A good provider is someone who has...
  • Experience and/or training in childcare and child development
  • Enough time to care for your child


  • A good provider is someone who...
  • Wants to learn more about caring for children
  • Is friendly and eager to care for your child
  • Likes his/her work and takes pride in it
  • Is warm and understanding and gives affection to the children
  • Talks directly to your child and listens to the child's questions, opinions, and problems
  • Understands the stages and development of children
  • Gives individual attention to each child
  • Lets you observe and participate in your child's care
  • Can handle problems when they come up
  • Practices good health with a daily schedule that includes:
              1. Outdoor play and exercise
              2. Time for napping
              3. Nutritious meals and snacks
              4. Clean building with safe, suitable bathrooms

    A Program to Help Your Child Grow

    Play is a child's work. Your child's day should include a schedule that includes:
  • Active and quiet play.
  • Indoor and outdoor play.
  • Organized and free play.
  • Play with other children.
  • Play by himself/herself.
  • Dramatic play (dress-up; housekeeping; "pretend").
  • Music (listening, singing, playing with instruments).
  • Time to run, climb, and exercise large muscles.
  • Time to use art materials, clay, puzzles, books.
  • Field trips.
  • Nutritious meals and snacks.
  • Naps.
  • Individual attention from adults.
  • The day care program should help the child grow and develop. All equipment and play materials should be suitable for the age of the child.

    The day care provider should know the developmental age and level of children in their care.

    School Age Child Care - What Is It?

    School age childcare is a safe place to be when school is out and children's parents are at work. The children need access to a variety of enriching activities that are appropriate for their age. They need help with their homework and reading, and should have the opportunity to build meaningful relationships with their peers and caring adults. Older elementary and middle school children should have flexible programs that allow them to pursue sports or other interests.

    Studies also show that negative behaviors by young adolescents, particularly substance abuse and early sexual encounters, usually occur during unsupervised after-school hours.

    The Parent's Role

    When choosing day care for your child, find out how you can be involved in the program. You should be able to visit whenever you wish. The provider should meet with you on a regular basis to discuss your child's progress.

    Here are some ways you may participate, depending on the program:
  • Parent meetings, get-togethers, or special events
  • Volunteering your time and skills. This might include:
  • Raising money
  • Painting a room
  • Cooking
  • Going on field trips
  • Serving on a parent advisory group


  • When you choose a day care provider, find out what type of parent participation is available. Always give your caregiver:
  • Your child's name
  • Your child's address
  • Your home phone number
  • A number where you can be reached at all times
  • Names and telephone numbers of physicians and hospitals
  • The name and phone number of another person to contact in case of an emergency and you can't be reached (friend, neighbor, relative)
  • Written permission to seek emergency medical care if you cannot be reached.
  • A list of any special needs your child has:
  • Allergies
  • Fears
  • Toilet training
  • Favorite games and toys
  • Food likes and dislikes
  • Information about any significant occurrence since she last cared for your child or any upcoming changes. For example:
              Restless night
              Congested
              Teething
              Family or special friend moving
              New baby expected in family
              Upcoming divorce or separation
              Major illness or death of someone close
              Missing or ill pet, new pet, etc.

    Reporting Child Abuse and Neglect

    Child abuse is mistreatment or neglect of the child by parents, guardians, or other persons charged with caring for the child resulting in injury or harm to the child. Child care workers are required by law to report suspected cases of abuse and neglect. As a parent, you should report suspected cases immediately to the local department of Social Services. When calling, ask for the Child Protective Services Department. You do not have to prove that abuse or neglect has taken place. The social service workers will decide that.


    How to Report Child Abuse/Neglect

    When you suspect abuse or neglect, call the Child Protective Services Department of Social Services. During the day, the numbers are: Reports can also be made to the Child Abuse and Neglect Hotline seven days a week, 24 hours a day. When making a report, give as much information as possible about the child and the reason for suspecting. You do not have to give your name when reporting, but you are encouraged to do so. This makes it possible for the investigator to contact you later if needed. Your name will not be revealed to the person(s) being investigated. Giving your name will enable the Child Protective Services worker to let you know the outcome of the case. Stopping child abuse is the job of all of us. If we are to keep our communities safe for children, we must all work together for the benefit of children.

    Child and Family Connection:
    A program of the Center for Child and Family Services. They provide a variety of services, resources and training to help families and caregivers raise confident, competent and happy children.

    ERIC Clearinghouse on Elementary and Early Childhood Education:
    Provides access to an extensive body of education-related literature with a focus on child development, caring for young children, and parenting.
    FedWorld Information Network:
    This site lists recent government reports and lets the user search government information by keywords.
    Library of Congress' State and Local Government Resource Page:
    Lists indexes of state and local sources of information on the World Wide Web and provides maps of every state. Also links to other Library of Congress information resources and to other government sites.
    National Child Care Information Center:
    Sponsored by the Child Care Bureau, Administration for Children and Families, Department of Health and Human Services, this site provides a central access point for child care related information.
    National Resource Center for Health and Safety in Child Care:
    Funded by the Maternal and Child Health Bureau, Department of Health and Human Services, this site has the child care licensure regulations for each state. Also available are health and safety tips and full-text resources.
    Native Web:
    A site that provides information about the lives and cultures of Native Americans, Alaskan Natives, and other indigenous peoples. The topics include languages, education, organizations, newsletters, and other sites which focus on Native issues.
